当代电子与信息技术的有机结合与迅猛发展,使人类社会实践活动步入“无纸”办公的新时代,电子档案应运而生并引起广泛的关注。电子档案产生和依赖于电子环境,它以数字化生存的独特信息处理方式愈来愈受到社会青睐的同时,也给我们带来这样的法律难题:它能否如纸质档案一样,具有“白纸黑字”般不可辩驳的法律效力?电子档案的法律效力问题,关系到电子档案的生存和发展前景。
