在借鉴地铁应急管理能力评价传统指标体系的基础上,从地铁运营公司和政府两个主体出发,结合危机管理理论和“一案三制”体系建设的要求,建立较全面、多层次的地铁应急管理能力评价指标体系。考虑到地铁应急管理能力评价的模糊不相容性,采用改进的物元可拓法对地铁应急管理能力进行评价,并在指标赋权时引入变权理论,削弱主观因素的影响,可以体现出待评对象在综合评价过程中的主动参与,提高了该模型的准确性。以青岛地铁3号线为例,对其进行应急管理能力评价。结果表明:青岛地铁3号线应急管理能力总体处于很强水平。其中,应急缩减能力、“一案三制”建设以及政府部门应急支撑能力均处于很强水平,应急预备能力、反应能力与恢复能力水平需进一步提高。
On the basis of drawing lessons from the traditional index system of metro emergency management capability evaluation, starting from the two main bodies of subway operation company and government, combining with the theory of crisis management and the requirement of system construction of “one case, three systems”, a more comprehensive and multi-level Subway emergency management ability evaluation index system. Taking into account the fuzzy incompatibility of subway emergency management capability evaluation, this paper evaluates the emergency management capabilities of metro using the improved matter-element extension method and introduces the theory of variable weight when weighting indicators to weaken the influence of subjective factors. Evaluation of the object in the process of comprehensive evaluation of the active participation, improve the accuracy of the model. Taking Qingdao Metro Line 3 as an example, its emergency management capability was evaluated. The results show that the overall emergency management capability of Qingdao Metro Line 3 is at a very high level. Among them, the emergency reduction capability, the “three cases” and the emergency support capabilities of government departments are all at a very strong level. The emergency preparedness capability, reaction capability and recovery capability need to be further improved.
