旅游业毕竟是个脆弱的行业,战争、瘟疫、天灾、人祸、政治骚乱、经济风波、恐怖活动、刑事犯罪等危机都是它的天敌。今天,当我们觥筹交错地庆贺抗击SARS胜利时,当我们踌躇满志地迎接客源市场复苏时,当我们胸有成竹地憧憬旅游经济腾飞时,我们切切不可忘乎所以,而应时刻牢记:SARS或许已经过去,然而其它形式的潜在危机却依然存在并无时无刻不在威胁着脆弱的旅游业! 为了有效地预防、应对、化解各种潜在的危机,我们最近全文翻译了世界旅游组织于2003年5月制定的《旅游业危机管理指南》。该《指南》主要分为三部分,第一部分是危机前管理,即:未雨绸缪、居安思危;第二部分是危机中管理,即:临危不乱、转危为安;第三部分是危机后管理,即:重塑形象、变危为机。但愿该《指南》能对各位业界同行建立和健全长效的危机管理机制起到抛砖引玉的作用。 ——高天明
