一、情况为了贯彻全国建筑工人调配工作会议的精神,逐步达到有计划、有组织的调配劳动力,克服目前存在的混乱现象,保证基本建设任务的顺利完成。我们于七月二十九日至八月一日召开了全省建筑工作调配工作会议,参加会议的有:各市、专劳动行政部门或兼职部门,各基本建设单位,省、市工程局,省、市建筑工会、工业厅、交通厅等,共计五十个单位,六十四人。会议期间并有中央劳动部劳力调配司及省委基建处派人莅会指导。会议的经过:首先传达了全国建筑工人调配工作会议的报告,及我省一九五三年劳力调配工作总结报告,并传达了建筑工人调配暂行办法,招用工人劳动合同办法及借调合同办法;介绍了沈阳市编制劳力计划的经验。其次通过小组讨论,大会发言、交流了经验,最后省工程局长李文杰同志讲了话,宋志先局长做了总结。这次会议自始至终大家情绪高涨,收获很大,到会人员一致认为这次会议明确了劳力调配工作的方针任务和具体办法,进一步确立了劳力调配工作必须为基本建设服务的思想,并学习了不少的工作经验,增加了工作信心,基本上达到了大会预期的目的。兹将主要收获和今
