[目的]了解老河口市部分乡镇水厂市场化运作后的卫生状况,分析存在的问题,提出对策,为今后公共供水服务市场化良性运作提供参考。[方法]依据全市生活饮用水卫生监督与监测资料,回顾性分析已市场化运作的乡镇水厂卫生状况。[结果]10年来,市场化运作的乡镇水厂的饮用水质量仍较差,自检和应急能力薄弱。4/5水厂业主的质量意识淡薄,投入不足,设施简陋,工艺不完备,管理欠佳,持续改进不够,供水质量无保证;20%后入市的水厂规划科学,工艺合理,制水设施、管网建设等投入到位,质量管理体系健全,措施得当,供水卫生质量相对稳定可靠。[结论]公共供水服务市场化运作是政府的有益尝试,但在实际操作中,未认真落实合同中的质量管理,持续改进有限,水质改观不明显,存在安全隐患且不具备应急供水能力,值得重视。因此,推行公共供水市场化应严格落实合同的实施,多措并举把好水源、制水、供水的质量关,确保供水卫生安全。

[Result] In the past 10 years, the quality of drinking water in the market-operated township waterworks is still poor, and the self-inspection and emergency response capacity is weak. 4/5 Water plant owners lack of awareness of quality, inadequate investment, poor facilities, incomplete technology, poor management, continuous improvement is not enough, the quality of water supply is not guaranteed; 20% of the water after the market planning science, technology is reasonable, water facilities , Pipe network construction put into place, sound quality management system, proper measures, water supply and sanitary quality is relatively stable and reliable. [Conclusion] The market-oriented operation of public water supply service is a useful attempt of the government. However, in actual operation, the quality management in the contract is not implemented seriously, the continuous improvement is limited, the water quality does not change obviously, there are potential safety hazards and no emergency water supply capacity, Pay attention. Therefore, the implementation of market-oriented public water supply should strictly implement the implementation of the contract, Take Measures to good quality water, water system, water supply control to ensure safe water supply and sanitation.
