新建PX项目或者重化工项目时,政府要将风险告知公众,并采取一定补偿措施让公众自愿承担风险,并拿出发展成果与公众共享。这才是长久之计。因环境问题而引发的PX事件并不是孤立的现象,只不过因为它的指向性特别明显,反复发生而使之成为中国重化工发展史上的一个重要事件。中国工业化道路的发展历程不会改变,而发展过程中引发的环境问题必须依靠发展来解决。
When building a new PX project or a heavy chemical industry project, the government should inform the public of the risks and take certain compensation measures to allow the public to take risks voluntarily and share the development results with the public. This is a long-term plan. The PX incident triggered by environmental problems is not an isolated phenomenon. It is only because of its obvious directivity, which has repeatedly made it an important event in the history of China’s heavy chemical industry. The development path of China’s industrialization path will not change, and the environmental problems arising from the development must be solved by development.
