改革的过程就是制度创新的过程,资源配置效率低的旧制度不断被淘汰,资源配置效率高的新制度不断被创新。属于经济基础范畴的社会主义市场经济体制的确立和发展,将给社会的方方面面带来强烈的冲击,军队后勤也概莫能外。面向市场,军队后勤如何改革?以什么理论作指导?文章尝试用分工理论和新制度经济学理论对军队后勤的本质、边界和改革的方向等进行了初步探讨。
The process of reform is the process of system innovation. The old system of low resource allocation has been continuously eliminated and the new system of high resource allocation has been constantly being innovated.
