借助中国教育学会“十五”课题——“基础教育面向现代化的探索性研究”,青岛市市南区制订了以区域行动研究推动区域教育改革的战略,提出把部门日常行政工作与课题研究相结合,并在“研究的状态下工作”的思路。以新一轮课程改革为抓手,用课题研究引导区域教育改革方向;以不同侧面的行动研究为切入点,从教育观念、教育体制、教师教育、教学研究、教育管理、社区教育和教育信息技术7个方面推进区域教育改革。区内学校也努力探索和迈上“构建学习型组织,用研究促进教
