近年来,随着国家财政对教育的投入比重提高,高校科研专项资金也在逐年增加,各高校越来越重视对科研工作的经费投入,逐步提高科研资金在财务预算中的比例,但各高校对科研专项资金的管理并不到位,特别是相关的绩效评价指标体系不完善,存在着绩效评价指标片面、定量指标单一化和指标体系不完善等一些问题。本文通过建立业务指标和财务指标,对高校科研专项资金进行绩效评价和考核,旨在提升高校科研专项资金的使用效益和管理水平。
