群体性事件一直是影响国家安全与社会稳定的重要因素。近三十年来,全国各地群体性事件频发,涉及的领域多样,群体性事件爆发的原因也不尽相同。社会治安防控体系的构建就是要将一切社会治安问题纳入到防控体系中,强化针对治安问题的社会预防功能。如何把群体性事件的预防纳入社会治安防控体系中是一项具体工作,需要通过对群体性事件一般属性的剖析,并针对当地群体性事件的情况建立预警机制;更需要在社会治安防控体系的运行中强化群体性事件的防控工作,从而形成群体性事件的全方位、立体防控。
Mass incidents have always been an important factor affecting national security and social stability. In the past three decades, the number of mass incidents in various parts of the country has been on a variety of occasions and the reasons for the outbreak of mass incidents have also varied. The construction of social security prevention and control system is to include all social security issues in the prevention and control system and strengthen the social prevention function in response to public order. How to incorporate the prevention of mass incidents into the system of prevention and control of public security is a concrete task that needs to be analyzed through the general attributes of mass incidents and the establishment of an early warning mechanism in response to local mass incidents. In the operation of the system, the prevention and control of mass incidents are intensified to form a comprehensive and three-dimensional prevention and control of mass incidents.
