党的十八届五中全会提出,深化国有企业改革,增强国有经济活力、控制力、影响力、抗风险能力,并对推进国有企业改革作出了系统的战略性部署。今年,《中共中央、国务院关于深化国有企业改革的指导意见》正式印发,为今后一个时期深化国有企业改革描绘了宏伟蓝图,提出了行动纲领,也为我省地方国有企业全面深化改革指明了方向。虽然我省经过了两个阶段大规模的国有企业改革,总体上解决了国有企业所有制结构单一、国有经济比重偏高、历史包袱沉重等历史积累的突出问 The Fifth Plenary Session of the 18th CPC Central Committee proposed to deepen the reform of state-owned enterprises, enhance the viability, control, influence and risk-resistance capabilities of state-owned economy and make a systematic and strategic deployment of promoting the reform of state-owned enterprises. This year, the “CPC Central Committee and State Council Guiding Opinions on Deepening the Reform of State-owned Enterprises” were officially issued, which depicted a grand blueprint for the deepening reform of state-owned enterprises in the coming period and proposed a program of action. It also pointed out the direction for deepening the reform of local state-owned enterprises in our province . Although our province has gone through two stages of large-scale SOE reform, it has generally solved the outstanding historical accumulation of the single ownership structure of state-owned enterprises, the high proportion of the state-owned economy and heavy historical burdens
