广东省大部门体制改革试点,在实践中形成了稳妥渐进式、整体推进式、因地制宜式和大刀阔斧式的四种模式,并以点带面、全面推进,改革整体成效显著。但改革在实际操作过程中还存在一些问题。全面深化改革,需要打破部门既得利益格局,加强权力监督;解决机构精简后再膨胀的潜在因素,探索完善人员分流的配套改革措施;实现上下分权、简政放权,赋予基层政府和社会组织自主权;因地制宜选择改革策略,充分释放改革红利。
The pilot reform of a large part of the system in Guangdong Province has resulted in four types of steady and gradual, integrated, ad hoc and drastic models in practice. The reform has made remarkable achievements in overall reform through point-to-area and comprehensive promotion. However, there are still some problems in the actual operation of the reform.
