权威国家中的市民社会和非政府组织—政府之间因时而变的微妙关系是理解中国草根NGO的生存现状以及发展趋势的两个重要的互相竞争的理论概念模型。在当下现实中,草根NGO分别要承担来自社会公共服务需求的责任和应对来自政府部门的权威力量。本文从权威国家中的市民社会与政府-非政府组织之间因时而变的共生关系这两个角度出发,探讨当前我国草根NGO的生存之道,向公众展示中国草根NGO是如何寻求在政府碎片化管理模式之下的策略性平衡,并取得自身生存发展空间。
The subtle relationship between civil society and non-governmental organizations in the authoritative countries and the change over time of the government are two important and competing theoretical conceptual models for understanding the status quo and development trend of China’s grassroots NGOs. In the present reality, grassroots NGOs have to shoulder the responsibility of meeting the needs of social public services and respond to the authority from government departments. This article discusses the current survival of grassroots NGOs in our country from two perspectives: civil society in authoritative countries and the time-varying symbiotic relationship between government and non-governmental organizations, and shows the public how grassroots NGOs in China seek to find their way into government fragmentation Strategic balance under the mode of management, and obtain their own space for survival and development.
