信息消费是人们使用信息资源和服务满足生活与生产的过程,消费效益是信息消费的最终目的,也是信息消费过程的最后一个环节。文章概括了信息消费机制的5种类型,并从外部和内部两个角度分析了用户信息消费的效益问题,提出加强信息基础设施建设,推动均等化服务。从用户信息消费知识缺口的挖掘和利用,阐明信息消费促进用户技术创新发展的机理,构建用户信息消费需求的有效供给模式,并应用福利经济学的理论和思想分析如何计量信息消费效益。信息消费存在一定的风险,可通过增加信息的不确定性来规避信息消费风险。
Information consumption is a process in which people use information resources and services to satisfy life and production. Consumption benefits are the ultimate goal of information consumption and the last step of information consumption. This paper summarizes the five types of information consumption mechanism and analyzes the benefits of user information consumption from both the external and internal perspectives. It proposes to strengthen information infrastructure and promote equalization services. From the excavation and utilization of user information consumption knowledge gap, this paper expounds the mechanism of information consumption to promote technological innovation and development of users, constructs an effective supply mode of user information consumption demand, and analyzes how to measure information consumption benefits by applying the theory and ideology of welfare economics. There is a certain risk of information consumption, which can avoid the risk of information consumption by increasing the uncertainty of information.
