公共政策是对全社会价值所做的权威性分配,而公民参与公共政策制定有利于公共政策制定的科学化和民主化,有利于保证公共政策的公共利益取向和公民个人的合法权益。本文对我国公共政策制定过程中公民参与的现状、存在的问题和障碍进行了分析,在此基础上,从树立正确的决策理念,完善公民参与相关的法律制度,健全公民参与机制,推广电子政务和网络参与等方面提出了完善公民政策参与机制的对策。
Public policy is the authoritative distribution of the value of the whole society. Citizens’participation in public policy making is conducive to the scientification and democratization of public policy making, which helps to ensure the public interest orientation of public policy and the legitimate rights and interests of citizens. This article analyzes the current situation, existing problems and barriers of citizen participation in the process of making public policy in our country. On this basis, from establishing correct idea of decision, perfecting the legal system related to citizen participation, improving citizen participation mechanism and promoting e-government And network participation and other aspects put forward to improve the citizen policy participation mechanism countermeasures.
