It refers to a system that has statutory interest in the case or has other personnel that may affect the fair handling of the case and can not participate in the handling of the case. The avoidance system mainly includes the ways of avoidance, the reasons, the procedures, the scope of avoiding the applicable personnel and the examination and decision on whether or not to avoid it.
