Describes a time pick up device developed for the Lanzhou radioactive nuclear beam line (AIBLL). The secondary beam causes the blinking film to emit light, the ellipsoid mirror to focus, the photomultiplier tube to read out, and CAMACTDC to record the flight time of the secondary beam. The time resolution can reach 140ps, counting rate can reach 108pps.
