A resident casts her ballot for new deputies to the local people’s congress in Xuhui District， Shanghai， on November 16.
The process starts with candidates being nominated by political parties， social organizations， or at least 10 voters in their constituency. Voters then elect their representatives from the candidates. The elected representatives will， in turn， elect deputies to the Shanghai Municipal People’s Congress. Finally， these deputies will vote to select the city’s representatives to the National People’s Congress， China’s top legislative body.
The elections， which take place every five years， are currently underway across the country.
