党的十五届四中全会作出了《关于国有企业改革和发展若于重大问题的决定》(以下简称《决定》),特别强调了要采取有效的改革措施,加快老工业基地和中西部地区国有经济布局的调整。作为中西部地区传统农业大省的四川要实现工业强省的变革,必须按照中央的布署,加快国企改革的步伐,对我省的国有经济布局和结构实施有进有退的战略性大调整。为此,笔者认为需要做好以下几方面的工作:
