“世界电信日”是由国际电联在1969年第二十四届行政理事会上，把国际电信联盟的成立日——5月17日定为“世界电信日”。每年的“世界电信日”都有一个主题，今年“世界电信日”的主题是“互联网：机遇、挑战与前景”。把到目前为止共计33届电信日的主题联系起来，就会呈现出一条全球电信业发展的清晰脉络。关注人类自身，走持续发展之路，是“世界电信日”主题的精髓。我国在国际电联的合法权利和席位到1972年才得以恢复。近年来，我国的电信事业取得了前所未有的飞速发展，但总体发展水平仍落后于许多发达国家，很多方面也都差强人意。一年开展一次主题活动固然有一定的纪念意义，但如何赶超发达国家的电信技术和管理水平，如何才能更多更好的为老百姓服务，走出一条可持续发展的道路，是中国电信业界在迎接新千年第一个“世界电信日”所必须思考的问题。本期特别策划与诸多业界同仁一起，关注互联网的现在，思考互联网的未来。
The “World Telecommunication Day” was established by the ITU at the 24th Administrative Council of 1969, setting the date of establishment of the International Telecommunication Union as May 17 as “World Telecommunication Day.” Every year, “World Telecommunication Day” has a theme. The theme of this year’s “World Telecommunication Day” is “the Internet: Opportunities, Challenges and Prospects.” Linking the theme of a total of 33 telecom days so far presents a clear context for the development of the global telecommunications industry. Focusing on human beings and taking the road of sustainable development is the essence of the theme of World Telecommunication Day. My country’s restoration of the legitimate rights and the seat of the Union did not take place until 1972. In recent years, China’s telecommunications industry has achieved unprecedented rapid development. However, the overall level of development lags behind that of many developed countries and many are still unsatisfactory. Carrying out a thematic event once a year certainly has a certain commemorative significance. But how to surpass the telecommunication technology and management level of the developed countries and how to serve more and better people and get out of a path of sustainable development are the key points for the telecommunications industry in China The issues that must be considered for the first World Telecommunication Day in the new millennium. This issue special planning with many colleagues in the industry, concerned about the Internet now, thinking about the future of the Internet.
