现将《国务院关于加强再生资源回收利用管理工作的通知》(国发[1991]73号)转发给你们,并结合我省实际情况,提出如下要求,请一并认真贯彻执行。一、废旧金属的回收、经营仍执行国营和省已有的规定,由物资、供销两个部门回收、经营,其它单位或个人不得经营。物资、供销部门在经营中应协商配合,不得互相挤占、争相抢购。对符合条件批准收购废品的个体工商户,允许收购城乡居民出售的生活器皿和废旧工具,不得收购生产性废旧金属;凡收购的非生产性废旧金属要一律交售物资或供销部门的收购站,不得自行出售。
We hereby forward to you the Circular of the State Council on Reinforcing the Management of Recycling Resources Recycling and Utilization (Guo Fa [1991] No. 73) and put forward the following requirements in light of the actual conditions in our province. Please conscientiously carry them out together. First, the recycling of scrap metal, the state still operating and the implementation of the existing state regulations, by materials, supply and marketing of two departments recovery, management, other units or individuals shall not operate. Materials, supply and marketing departments in the operation should be negotiated with each other, shall not squeeze each other, competing for buying.
