《国务院办公厅转发交通部等部门关于深化中央直属和双重领导港口管理体制改革意见的通知》明确引航机构暂时维持在港口企业的过渡期为3年。现过渡期已届满,引航机构应整体移交给港口行政管理部门,统一归口实施行政管理。港口行政管理部门应按照“一城一港一引航”的原则,在原引航机构的基础上组建为一个非营利性的机构,为事业单位,统一负责全港的引航工作。
“Notice of the General Office of the State Council forwarded the Opinions of Departments of the Ministry of Communications on Deepening the Reform of the Management System Directly under the Central Government and on Dual Leading Ports clearly stipulates that the transition period of pilot enterprises temporarily maintained in port enterprises will be 3 years. Now that the transitional period has expired, the pilotage agency should be handed over to the port administration department as a whole, and the administration should be centrally administered. The port administration department shall, in accordance with the principle of ”one city, one harbor and one pilotage", form a non-profit organization on the basis of the original pilotage agency and shall be the public institution responsible for the unified pilotage of pilotage throughout the territory.
