1992年6月16日,应阿坝州总工会兰马学主席和州总财务部的邀请,赴南坪参加了阿坝全州工会财务工作会议。会议结束后,我与有关同志一起调查了南坪、松潘、若尔盖、红原、马尔康、得川、茂县、理县等八县工会经费收、管、用和县工会俱乐部“两个效益”的情况。经调查,了解到阿坝州县级工会这几年财务工作的成绩是显著的: 一、领导很重视加强工会财务工作,拨交工会经费收入持续稳定增长。近几年来,阿坝州总工会从组织机构和业务建设入手,在抓经费收入上下功夫,取得了成效。由州总一位领导负责成立了州总工会财务部,配备了三名专职财会人员,建立健全了财务部门的岗位职责和工作制度。严格把住经费使用关,坚持量入为出、略有结余的原则,州、县两级工会1991年总支出79.5万元,接近上年开支水平,特别是工会行政费、会议费等分别减少9%和8%,开支几百元都由集体研究决定。集中财力开展有影响的文体和重大宣传活动。在这次财务会议上有7个县、州属工会总结交流了财会工作经验,各县收好经费的共同特点是工作细、办法有力。小金县工会针对县行政、事业单位工会拨交经费差的状况,经与县财政部门反复协商,在财政困难的条件下,县财政局先把建会的行政事业单位40%经费直接划拨给县工会,基层工会60%经费陆续划拨,在摸清各基层单位职工人数、年人均工资额和漏拨欠缴的基础上,把漏欠数字造表请县税务局下基层的同志协助催收。该县共2500名职工,1991年收解40%的工会经费达4.2万多元。州林业企业工会充分调动各方面的积
