《招投标法》实施以来,对施工单位开展招标工作具有法定意义上的指导和引领作用,大额投资项目特别是各级政府的投资项目逐步开始实行社会公开招投标。然而企业推行招标至今仍处于摸石头过河阶段,革新机制与传统利益相互交织博弈,如何取得招投标管理实效,真正达到控制成本、完善机制和杜绝腐败的目的,本文从施工企业历史沿革和创新做法方面做探讨和尝试。
