随着市场经济的建立和发展,我国的户籍制度和人事制度相继进行了改革,若继续沿用党政机关管理干部人事档案的模式管理所有类别的人事档案,已不能适应当今社会发展的要求。因此,必须探索和建立社会主义市场经济条件下人事档案社会化、开放式管理的新模式。
With the establishment and development of the market economy, the household registration system and personnel system in our country have been successively reformed. If we continue to follow the pattern of managing personnel files of cadres in party and government organs, we will no longer be able to meet the requirements of today’s society. Therefore, we must explore and establish a new mode of socialization and open management of personnel files under the condition of socialist market economy.
