The return to the GATT on China’s economic development in the 1990s what impact it will have, is an extremely important issue to be studied. Through the analysis of the influence of the foreign trade administration system and the foreign trade economic management mode, the paper forecasts the economic development of the 1990s and puts forward countermeasures and suggestions.
