北京《支部生活》能及时送到读者手中,能得到几万党支部、百万共产党员的认可,是与各基层党组织和广大发行员的创造性的工作分不开的。在这次发行会上,顺义县委组织部、城建四公司党委、市卫生局宣传处又带来了好经验。顺义县委组织部的经验——建立网络,服务到位,学以致用,以用促订。他们在农村以乡镇为单位,在县直以局、公司为单位,建立起一支100余人的兼职发行员队伍。为了加强这支队伍的建设,采取了三项具体措施:一是抓选配。就是选拔有一定工作能力的政工干部担任发行员。乡一级订刊数量大,任务重,就直接委任乡镇组织部长担任发行员,这样既利于开展工作,对基层又有一定的权威性。二是建立工作机制。如奖励制度,是将基层发行员在一年中的订阅份数、领取时间、发放时间、学用情况等各项情况进行汇总,综合评价,对工作认真负责,出色完成订阅、发行工作的发行员,都给予精神和物质奖励。三是教育广大发行员树立为基层服务的意识,千方百计地创造条件,减少基层负担。在发放中,发行员都利用各种机会,主动创造条件,及时、准确地将杂志发放到支部、党员手中。如有的利用下乡工作时,带上《支部生活》;有的利用各部门开会的时机,与有关部门协调好,在会前提前发放杂志。 Beijing’s “branch life” can be promptly sent to the readers.
