The intrinsic factors in the success or failure of the transformation of scientific and technological achievements are determined by the technological digestion ability of the enterprise, the maturity of the technological achievements, and the economic strength of the enterprise. A special survey of scientific and technological personnel and related leaders of enterprises concluded recently in Hubei Province shows that there are four difficulties for enterprises to absorb and transform scientific and technological achievements. There is a shortage of funds, and companies lack the material basis for purchasing scientific and technological achievements. 80.5% of the respondents think this is the first factor that affects the transformation of scientific and technological achievements. First, the company suffered serious losses and was unable to carry out scientific and technological activities. According to statistics, at the end of 1997, there were 965 large and medium-sized state-owned enterprises in Hubei Province and 437 loss-making enterprises with a total loss of 3.831 billion yuan.
