Harold E. Palmer (1877-1949), a famous English-language educator in the United Kingdom, was invited for the first time in 1902 as an English teacher at the Wells School in Belize, Belgium. He would like to take this opportunity to open an English language school in a French-speaking country to try and contribute to improving the teaching of foreign languages. From 1902 to the eve of the outbreak of World War I, he put forward many new ideas on the preparation of language teaching materials and published a large number of related articles. He returned to London in 1914 due to the war; in 1916, he began teaching language teaching to local foreign language teachers. This period of teaching practice laid a solid foundation for his later book The Scientific Study and Teaching of Languages.
