随着我国社会主义市场经济的快速进步,我国公民的个人权利意识正在日渐增强,过于强调绝对保密性质和公共利益性质的传统人事档案法治管理制度,开始逐渐适应不了人事资料在保护运动中所提出的人事档案处理与收集中所强调的保护个人权利的基本要求,因此,在我国制定规范化的《人事档案法》已经成为当前人事档案管理中的一件大事,加强对企业职工、事业单位中的工作人员以及各地区的公务员的人事档案的分类管理,强调档案必须对档案当事人公开,保障人事档案当事人的合法权益成为修订法治建构的基本原则。
