第一章总则第一条凡需作为一级政权的区,得由县人民政府呈请省人民政府批准设区人民政府,适用本通则第二章的规定。第二条凡不需作为一级政权的区,设区公所,为县人民政府的派出机关,适用本通则第三章的规定。第二章区人民政府第三条区人民行使政权的机关为区人民代表大会(或代行其职权的区各界人民代表会议,以下各条款同)和区人民政府。在区人民代表大会闭会期间,区人民政府即为区的行使政权的机关。区人民政府委员会为区一级的地方政权机关,受县人民政府领导。第四条区人民政府委员会由区人民代表大会选举区长一人、副区长及委员各若干人组成之,并由县人民政府报请省人民政府批准任命。第五条区长、副区长及委员的任期为一年,连选得连任。第六条区人民政府委员会在县人民政府领导下行使下列职权:
Chapter I General Provisions Article 1 Where a district needs to be a first class power, the People’s Government of the County of People’s Bank of China, please submit a petition to the people’s government of the People’s Government of the People’s Republic of China to approve the establishment of a people’s government in a suburb, and apply the provisions of Chapter Two of these General Regulations. Article 2 Where a district government does not need to be a district authority, a district office shall be the agency dispatched by the county people’s government and the provisions of Chapter Three of these General Regulations shall apply. Chapter II The People’s Government of Article 3 of the People’s Government The organ in which the people exercise their power is the district people’s congress (or the people’s congress of all walks of life acting on their behalf, the following terms and conditions) and the district people’s government. During the period when the district people’s congress is not in session, the district people’s government is the organ that exercises power in the district. The district people’s government committee is a local-level organ at the district level and is under the leadership of the county people’s government. Article 4 The District People’s Government Committee shall be composed of one mayor, a deputy mayor and members of the district elected by the district people’s congress, and shall be submitted to the provincial people’s government for approval by the county people’s government. Article 5 The mayor, deputy mayor and members shall hold office for one year, being eligible for re-election. Article 6 The District People’s Government Committee shall exercise the following powers under the leadership of the county people’s government:
