2010年4月14日零时,国家发改委又一次上调国内汽柴油最高零售价,汽、柴油涨幅均为320元/吨(汽油约0.24元/升,柴油约0.27元/升)。调整后的国内汽柴油最高零售价均价分别为8220元/吨和7480元/吨,分别上涨4.05%和4.47%。这已经是自2009年3月份以来,国家发改委第6次上调汽柴油价格。社会普遍关注成品油调价时机的选择时,却忽略了此次油价调整的大背景。笔者认为,从微观的角度来看,此次成品油调价只是对国际油价波动的正常反应,但从宏观的角度来分析,此次调价向市场释放的信号则是,国家一方面正在努力化解石油资源瓶颈,另一方面已经下定决心促进新能源产业发展。
