党中央、国务院原则批准《北京城市建设总体规划方案》,同时还做了极为重要的《批复》,到现在快要两年了。是不是应该来检查一下、或者研究一下:应该怎样更好地来理解和贯彻执行中央《批复》的原则和精神呢?我认为这是个非常重要的问题。在《批复》里讲到北京城的规划和建设时是这样写的:“北京是我国的首都,又是历史文化名城,北京的 The Party Central Committee and the State Council approved in principle the “Beijing Urban Construction Master Plan” and also made an extremely important “Reply”, which is now almost two years away. Should we examine or study it: How should we better understand and implement the principle and spirit of the Central Reply? I think this is a very important issue. In the “Reclamation”, when talking about the planning and construction of Beijing City, it was written like this: "Beijing is the capital of our country, it is also a historical and cultural city, and it is located in Beijing.
