Due to the lack of iron ore reserves in Finland, the national steel company rebuilt two highly mechanized vehicle factories to produce railway vehicles for the Soviet Union. In the 1970s, the major steelmakers in Finland faced the problem of how to place miners as a result of insufficient iron ore reserves.
