1928年国民政府奠都南京后,开始颁布一系列法案和政令重组大革命时期的民众团体组织,以拓展其在社会中的权控范围。汉口邮务工会作为邮政体制下的邮工组织,在成立伊始,便遭遇了前所未有的阻力而引发邮潮。这一过程中,汉口特别市党部依据整理民众团体的法律,极力推动汉口邮务工会的成立,此时与湖北邮务管理局的立场发生严重冲突,市党部虽积极承认工会的合法性,然而这一法律依据却遭到了交通部的行政命令式的否认,最后在私人协商情境下达成了一个非正式协议。国民党团体指导权和政府邮政管理权之间的冲突在此一事件中充分表现出来,纠纷最终在维护地方治安的共同旨趣下悄然解决。

Finally, an informal agreement was reached in the context of private consultations. Conflicts between the Guomindang group’s guiding power and the government’s postal administration right were fully demonstrated in this incident, and the dispute was settled quietly under the common interest of safeguarding local public order.
