为了适应现代化大生产的要求,谋求各 生产要素的最佳配置和各业务工作之间的综 合平衡,不断提高“两效”,确保实现矿井生产 经营目标,平顶山矿务局一矿于1987年试行 全面计划管理,当年初见成效,1989年制定 了《推行全面计划管理方案》,1990年又下发 了《进一步推广和完善全面计划管理的若干 规定》,已形成了具有自身特色的以目标管理 为主线的全面计划管理体系(见图1、图2)。 1992年创出了原煤总产量、全员工效、回采 面综合单产、掘进面综合单进、工业总产值、 销售煤量、采煤机械化程度等15项历史最好水平。
