中国被正式批准加入WTO,标志着我国综合国力的进一步增强,也是我国实行对外开放,主动融入世界经济主流的战略选择。毫无疑问,出版作为一种特殊的文化产业,WTO的规则对其影响将是不可避免的。我国承诺开放发行零售(一年)和批发(三年)无异于为国外资本长驱直入出版领域洞开了国门。外国出版社深知,人才本土化战略是其占据3年~5年后市场主动的根本所在。作为朝阳产业的出版业,面临的竞争也将日益激烈。企业的品牌是靠产品和服务做出来的,好的产品和服务是靠一批高素质的人才干出来的。因此,人力资源的竞争,就成了培养核心竞争力的根本所在。未来的出版业,能否拥有和保持一批相当规模的高素质的出版人才队伍,已经成为事关出版业在未来竞争中兴衰成败的重大战略问题。
