美军参谋长联席会议在《快速聚集联合概念》报告中总结了“快速聚集联合概念”所需能力及潜在风险。所需能力(1)使战略指针的各种计划和步骤实现更好协同的能力。该项能力能够改进联合司令部计划、战区态势计划、职能态势计划和战区作战计划的协同;改进战区分配计划和后勤计划的协同。(2)明确危机反应部队指挥部要素、所需力量和相关协调关系的能力。该项能力能够扩展《部队运用指导》范围之外的反应部队计
The Joint Chiefs of Staff of the U.S. Army summarized the concept of “rapid aggregation of joint concepts” and the potential risks in the “Quickly Aggregated Joint Concepts” report. Required Capabilities (1) The ability to achieve better synergies in the various programs and steps in the Strategic Objectives. This capability can improve the synergies between the Joint Command plan, the Theater Situation Plan, the Functional Situation Plan and the Theater Operations Plan; and the improvement of the theater’s Allocation Plan and Logistics Plan. (2) Define the capabilities of crisis response force headquarters elements, required forces and related coordination. This capability can extend the response force beyond the scope of the Guidance for Force Operations
