在保险业进入新的发展阶段、面临大好发展形势的情况下,大力加强人才培养,是保险业贯彻落实人才强国战略的需要,是保险业实现又好又快发展的需要,是保险业适应新形势迎接新挑战的需要。十六大以来,保险业在人才队伍建设方面取得了一定成绩,但仍存在数量不足、素质需要提高、结构需要优化、培养和流动机制不健全、教育和培训不能满足行业发展需要等问题。实施人才兴业战略是保险业实现“十一五”发展目标的重要政策措施之一,必须明确保险业人才队伍建设的总体目标,努力建设好以监管人才、经营管理人才、专业技术人才和保险营销人才为主体的四支人才队伍。必须高度重视保险教育,加大保险人才教育培训的力度,把教育培训工作作为建设高素质人才队伍,促进保险业科学发展的基础性工作来抓。
