党中央在党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》中指出要建立重要条款单独表决制度。意在全面推进科学立法与民主立法,使之平衡,让我国法律的表决程序更加的科学、民主。
In the “Decision of the Central Committee of the Communist Party of China on Several Major Issues in Promoting Ruling the Country by Law” adopted by the Fourth Plenary Session of the 18th CPC Central Committee, the CPC Central Committee pointed out the need to establish a separate voting system for important articles. It is intended to comprehensively promote scientific legislation and democratic legislation so as to balance the law and make our voting procedures more scientific and democratic.
