选任干部是各级党委的重要责任,其工作的成效直接关系到党和国家各项工作的成败。党的干部选拔任用工作经过改革开放30多年的实践积累,各项程序已经比较规范,为党和国家的事业发展,培养和选拔出了一大批栋梁之材。但是,也要看到,有了规范的程序,并不能保证就一定能有效选拔出好的干部。事实上,党和政府内部出现的许多腐败分子都是通过了程序而被提拔使用的。这就是说,问题不是出在干部选任的程序上,而是出在运用程序的主体上。
Electing cadres is an important responsibility of Party committees at all levels and the effectiveness of their work is directly related to the success or failure of various tasks of the Party and the state. After more than 30 years of reform and opening up, the work of selecting and appointing the party’s cadres has accumulated more and more procedures. The procedures have been standardized and a large number of pillars have been cultivated and selected for the development of the party and state undertakings. However, we must also see that with a standardized procedure, there is no guarantee that we will be able to effectively select good cadres. In fact, many of the corrupt elements that emerged inside the party and government were promoted through the process. That is to say, the problem lies not in the process of selecting cadres, but in the subject of applying the procedure.
