Before and after the Third Plenary Session of the Twelfth Central Committee of the Communist Party of China, a large number of technical backbones were appointed as the heads of railway health and epidemic prevention stations. These new stations grew up with a strong sense of mission and were determined to make significant achievements in new positions and create new situations. However, with the changes in their status and the increase in management, the number of familiar tasks in the past has decreased, and jobs that they are not familiar with (such as administrative management and personnel relations) have occupied most of their time. With some energy, some webmasters do their best but they are not very efficient. For example, some new webmasters are infatuated with their own familiar professional skills and try to be in the position of webmaster.
