工会是群众性组织,维护职工群众的权益,是工会的基本职能,而抓好企业群众性安全工作,实现企业安全生产的目标,就是对职工最大的维护。建设企业群众性安全文化,是企业“以人为本”安全管理理念的体现,是把经营生产的价值和人的价值的实现统一起来,增强各层次职工的安全意识,实现安全生产经营的良性循环的科学管理方式。攀钢集团矿业公司拥有职工12000多人,职工入会率在98%以上,因此,牢固树立以人为本的安全理念,协助企业党政多渠道、多层次、全方位构筑安全文化体系,大力营造职工生命安全平台是各级工会组织义不容辞的重要职责。从工会的基本职能来看,培育群众性安全文化,笔者认为,应从以下三个方面入手:
