胡耀邦同志在中国共产党第十二次全国代表大会上的报告的第二部分,全面地阐明了我国从一九八一年到本世纪末的二十年间,经济建设的战略目标、战略重点、战略步骤和几个重要原则问题。同时,简明扼要地论述了我国经济建设与计划生育的关系。报告指出:“在我国经济和社会的发展中,人口问题始终是极为重要的问题。实行计划生育,是我国的一项基本国策。到本世纪末,必须力争把我国人口控制在十二亿以内。我国人口现在正值生育高峰,人口增长过快,不但将影响人均收入的提高,而且粮食和住宅的供应、教育和劳动就业需要的满足,都将成为严重的问题,甚至可能影响社会的安定。所以计划生育工作千万不能放松,特别是在农村。对农民要进行深入细致的思想教育。只要我们的工作做好了,控制人口的目的是能够达到的。”报告既讲清了我国社会主义现代化经济建设的宏伟纲领,又讲清了我国人口问题的基本政策。
