加入世贸组织后,中国企业要面对全球化的多种竞争,而其中最主要的又是人才的竞争。中国企业在人员素质和用人制度上的不适应会逐渐充分地暴露出来,与此同时,企业的竞争夺手也将从国内同行转而与国际跨国公司进行面对面的竞争。而国际人才竞争的新动向和入世对我国人力资源环境的广泛而深远的影响,也迫使我们思考应如何进行有效的人力资源的开发和管理。一、人才资源开发的重要性1、人才是现代企业最重要、最稀缺的资源。
