城市管理是政府的主要职能之一,城市管理水平是体现一个地区文明程度、综合实力的重要标志。实施相对集中行政处罚权的城市管理综合执法作为行政执法体制的一种模式为城市的繁荣和稳定作出了一定的贡献。城管执法一方面为提升城市形象、维护城市秩序作出了积极贡献,另一方面也经常因层出不穷的负面新闻而招致批评。人们对城管执法的合法性、合理性进行了质疑,并在理论界展开了激烈的讨论。对此,本文对城管制度进行了剖析,针对目前我国城市管理行政执法中存在的普遍性问题进行探讨,力求探寻有效解决问题的方法。 City management is one of the main functions of the government.
