一、把中心的主要精力集中到抓几项带有方向性的节能技术上来北京“七五”期间的节能任务中规定:节能总量为417—507万吨(合标煤)其中工业节能400万吨,万元产值能耗到1990年要由1985年的4.52吨下降到3.43吨,平均节能率为4.5%,任务十分艰巨,难度也很大。因此,要抓住工业窑炉和热系统的节能改造;余热利用和冷凝水回收;蓄热器的推广应用等项工作。方法是从调查研究摸清情况入手,总结经验、教训、提出改造方案,选点试验然后推广应用。二、努力开发一批节能新技术和节能新产品近期的节能重点应放在技术节能和管理节能上,并以节电节油为主攻方向,要达到这个目标必须进一步开发一批节能新技术和新产品,明年要完成移动式取暖装置的研制;推广
