千里之行,始于足下;千层之台,起于垒土。一个企业的新建、改造、发展,离不开基本建设;一个优秀的企业必须把企业基本建设的地基挖牢,把基本建设管理的基础工作夯实。近几年,我厂年年有新项目交工投运,有新项目上马建设,有研究开发的新项目储备,已形成了“以肥为主,多种经营”的多元化 生产的格局,主副食品达30多种。持续不断的科技进步及基本建设,为企业发展增添了坚实强大的后劲。 基建规模的扩大、基建项目的增多,需要加强基建管理,才能确保基建项目的效益。在这方面,我们主要是把好四关: 一、把握项目决策关。首先是严格要求领导干部。严格遵守上级部门及厂里基本建设管理办法,从领导干部的思想政治素质的提高、工作作风的转变、廉洁自律入手,使领导干部在基建项目决策上以身作则,为职工作出表率。同时,理顺基本建设程序。对基本建设项目的申报和审批,投资项目的前期技术准备、设备订货、设备开箱验收,项目的开工和前期工作,项目的实施及管理,生产准备及其试车、验收等程序,都做了严格的全面的规定,从而使每一个项目立项有依据,实施有计划,目标有保证,并在全过程实行项目负责人制度。 二、把好项目投资审查关。严格把握项目投资尺度,对建设周期短、见效快的项目优先投资,早日见效。严格审查项
