劳资冲突是现代国家治理的重要领域。我国一直坚持以经济民主作为劳资冲突治理的基本政策思路,但是由于推行经济民主的相关政策在市场经济改革的背景下受到制约,我国的劳资冲突呈现出新的趋势:以集体抗争为重要表现形式、劳资冲突的潜在基础增强、劳动者权利意识日益明显、增长型利益越来越成为劳动者争取的目标、法律和政策介入劳资冲突的程度越来越深。为了应对劳资冲突发展新趋势的挑战,实现国家对劳资冲突的有效治理,须继续坚持经济民主的基本政策思路,在分配领域、生产领域、市场领域、政治领域、社会领域分别制定保障劳动者权益的具体政策,进而形成相互衔接的政策组合,以提高我国劳资冲突的治理能力与治理水平。

In order to meet the challenge of the new trend of the development of labor-capital conflicts and realize the state’s effective control over the labor-capital conflicts, we must continue to adhere to the basic policy of economic and democratic thinking and formulate the policy of safeguarding workers’ rights and interests in the areas of distribution, production, market, politics and society Specific policy, and then form a coherent policy mix in order to improve our management ability and governance level of labor conflicts.
