根据要素的基本内涵和主要特征,目前对宁波经济社会发展造成制约的主要是资源性要素,包括水资源、电力资源、土地资源、资金供给、人才和劳动力资源、环境资源等。解决资源要素制约问题,是事关宁波经济社会发展的长远的战略问题,必须根据经济社会的发展趋势,结合宁波实际,认真研究切实有效的对策措施。
According to the basic connotation and main features of the elements, the main constraints to the economic and social development in Ningbo at present are the resource elements, including water resources, power resources, land resources, capital supply, personnel and labor resources and environmental resources. Resolving the constraints of resource elements is a long-term strategic issue that concerns the economic and social development of Ningbo. We must conscientiously study practical and effective countermeasures in light of the development trend of economy and society and the reality of Ningbo.
